Abstract
This research stemmed from the problem of limitations in administrative management and its impact on decision-making within university outreach programs, which affects the effectiveness and achievement of institutional objectives. Therefore, the general objective of this research was to analyze the impact of administrative management on decision-making within the Social Outreach Department of the Southern State University of Manabí. The methodology employed a mixed approach, with a descriptive, non-experimental design. Data was collected through interviews with one coordinator and two managers from the Social Outreach Department. The study population consisted of 34 participants. The results showed that administrative management is primarily structured around formal instruments such as the Annual Operational Plan (POA) and the Institutional Development Plan (PEDI), although its implementation largely depends on approval from higher authorities and faces limitations such as outdated regulations and bureaucratic processes. While resources exist, they are very limited. The conclusion is that effective administrative management is a cornerstone for sound decision-making, and that strengthening it through regulatory updates, greater autonomy, and interdepartmental coordination can transform these limitations into opportunities for improvement in university outreach programs.
